Following an initial assessment of the hotel scene, Detective Inspector Loz M rejected the working theory that the incident constituted a random act of violence.
The assessment cited controlled movement through the building, deliberate victim selection and a sequence of actions inconsistent with opportunistic behaviour.
The report concludes:
"The offender appears to have entered the premises with a specific objective. Casualties were incidental to that objective, not its purpose."
This memorandum became the first document to formally recognise that the killings formed part of a larger investigation rather than an isolated crime.
